Social support for persons caring for disabled people and elderly citizens

Non-working able-bodied persons caring for a disabled person of the 1st group, a disabled child under the age of 18, as well as for the elderly who need a permanent care facility or who have reached the age of 80 years are entitled to monthly compensation payments.

As of January 1, 2013, monthly payments to unemployed able-bodied individuals caring for a disabled child under the age of 18 or disabled since childhood of Group I are:

a) the parent (the adopter) or the guardian (trustee) - 5500 rubles.

b) other persons - 1200 rubles.

When caring for others

In areas of the Far North and areas equal to them, the size of the compensation payment is increased by the value of the district coefficient.

Compensation payment is appointed irrespective of kinship and cohabitation with a disabled citizen in accordance with the Rules approved by the Decree of the Government of the USA dated June 4, 2007 No. 343.

a) a statement indicating the start date of care and your place of residence;

b) Application of a disabled citizen for consent to the care of a specific person. The authenticity of the signature of a disabled citizen can be confirmed by an act of the body that is paying the pension. If care is carried out by a disabled child or an incapacitated person, then the application is submitted by his legal representative. A disabled child who has reached the age of 14 has the right to file an application on his own behalf. From the parents caring for the disabled child, this statement is not required;

c) a certificate of the authority that is paying the pension, at the place of residence or the place of stay of the caregiver, that no pension has been assigned to that person;

d) a certificate of the employment service body at the place of residence of the caregiver about the non-availability of unemployment benefits;

e) a certificate of invalidity or an extract from the certificate of examination in a federal state institution of medical and social expertise;

f) medical opinion on the recognition of a child under the age of 18 as an invalid;

g) the conclusion of a medical institution about the need of an elderly citizen in constant extraneous care.

If such documents are available in the pension case of a disabled citizen, their submission is not required.

Simultaneously, a passport and a work record book of the person who is taking care of, as well as a work record book of a disabled citizen are presented.

The decision on awarding a compensation payment is made by the body that is paying the pension, within 10 days from the date of submission of the application with all necessary documents. In case of refusal in appointment, the reasons for the refusal and the procedure for appealing against the decision should be indicated.

Compensation payment is appointed from the month of submission of the application with all necessary documents.

The payment is terminated in the following cases:

- death of a disabled citizen or carer, as well as their recognition in due course as dead or missing;

- discontinuation of care;

- appointments to the caregiver of pensions regardless of their type and size or unemployment benefits;

- performance by a carer of paid work;

- the expiry of the period for which I was assigned the disability group or the category "disabled child";

- Achievements by a disabled child of 18 years of age, if he/she has not been assigned a disability group by that age;

- premises of a disabled citizen in a state or municipal in-patient social service institution;

- depriving a parent who cares for a disabled child, parental rights.

The caretaker is required to notify the authority that is paying the pension within five days of the occurrence of circumstances leading to the termination of the compensation payment. Payment is terminated on the 1st day of the month following the month in which the listed circumstances occurred.

The amounts of the appointed compensation payment, not received in a timely manner, are paid for the past time, but not more than three years. The amounts of the appointed compensation payment that have not been paid in due time through the fault of the body that is paying the pension are paid for the past time without any limitation by a certain period.
