International IEC System for Certification of Electronics Products (IET)

The purpose of establishing the IET Certification Scheme is to promote the international trade in electronic products by establishing uniform requirements for these products, methods for assessing their compliance, so that these products are equally acceptable in all countries participating in the System without conducting repeated tests.

The overall management of the System is entrusted to the Certification Steering Committee, which is accountable to the IEC Council; it includes delegations from participating countries. Any member country of the IEC can participate in the System if certain conditions are met: the existence of a national organization for standardization and certification; agreement to comply with all the rules of the System and the publication of relevant national documents; recognition of certificates and test reports of electronic products produced in other participating countries if they comply with the requirements of the System; fulfillment of financial obligations of a member of the System.

There are two types of country participation in the IEC System: participation in the Certification Steering Committee with the right to vote and advisory membership in the Coordinating Committee on Oversight; participation in the Steering Committee with the right to vote and full membership in the Coordinating Committee for Oversight.

The official languages ​​of the System are English, French, United States.

Countries that claim to be certified under the IEC System must have a national supervision service in accordance with the rules of the system, which is responsible for the conformity of the procedure for certification of electronic products to the provisions of the IEC System and the correct application of the conformity mark. In addition, national verification services for measuring instruments used by testing laboratories and a national supervisory authority should operate in the applicant country.

According to the rules of the System, the criteria of experience are the attestation of at least one manufacturer and certification of at least two types of electronic equipment products according to the requirements established in the System.

The inspection team visits testing laboratories, a calibration laboratory, gets acquainted with one of the technological lines for the production of IET that will be certified by the IEC System, the standard (or technical specifications) for the product being manufactured to be submitted to the inspection team even before her visit. As a result of the visit, the inspection team in the report to the chairman of the Coordinating Committee for Supervision outlines its decision on the admission of the candidate. After such a procedure, a recommendation is made to approve the candidate. The candidate country has the right to disagree with the conclusions of the inspection team and the submission in writing of its objections to the Coordinating Committee, followed by the procedure provided for in the System Rules.

Important stages of certification of electronic equipment products in the IEC system are: attestation of the manufacturer; accreditation of testing laboratories; checking compliance of applicable regulations and type acceptance.

To check (certify) an enterprise, a representative of the national supervision service should submit documentation on quality control and testing of the IET at the enterprise, a quality assurance system, a list of operating testing and measuring equipment, documents on its verification, etc.

Obligatory conditions for the accreditation of the testing laboratory are: the availability of experienced and competent staff; proper equipment; actualized test procedures. The activity of the testing laboratory should be independent of the manufacturer and consumers of the IET.

In the IEC system certification, specific requirements are imposed on the regulatory documents: The system is based on IEC standards; these standards must be adopted directly or indirectly in the participating countries; the content of the international standard must be preserved, although it is allowed to draw up the accepted document on national rules.
