The concept of electronic information
In the literature on problems of electronic document management, the electronic digital information form is a special kind of accounting sequential recording using a specially created artificial language (20, 16).>
The account assumes strict registration in the electronic computer of any sign displays at performance of any command, even at pressing any of keys on the keyboard. In a computer, all records have a strict sequence when it comes to the logical connection of each of the units of a record. For example, the display of each character of the text information in the computer has a strict sequence. Therefore, it is customary to call the account not chaotically organized, but strictly consistent.
To enter information into a computer using a keyboard or with the help of special information and telecommunications network equipment, the so-called binary or binary form of information presentation is used (the sequence of using digits 0 and 1). It is the most convenient for digitizing, in particular, alphabetic (analog) information and then re-converting it into an ordinary form suitable for human perception (14, 21-22).
Information in the electronic-digital form, as a rule, is formed and used by computer operators in the form of a strict sequence of linked records (clusters) stored in the computer's memory and is considered as a single whole (1, 64). Such records in the form of symbols are strictly fixed and accounted for (hence the name account ) in the computer's memory and stored in a virtually undestructable form. Some authors (SI Semiletov) file are called "electronic paper" (18, 16). The text editor of the computer uses a special place in the computer's RAM to enter and temporarily store such a "paper". When, for example, information is entered using the keyboard, the text editor in an empty space in the computer memory selects a fragment or a blank sheet of "electronic paper", displays a sequence of characters in it and, after completion of the filling, stores the completed file in memory on the hard disk of the computer. If necessary, an "electronic sheet of paper" (file) is opened and used for its intended purpose. Therefore, unlike ordinary (printed) information, for the expression of which in the text is used natural language of the traditional alphabet, in the electronic form of information a specially created artificial language (programming) and digital (binary) form of presentation.
Taking into account the conclusion made earlier that information is an image of existing reality, one can derive the formula for the concept of electronic information. First it is necessary to note one more very important circumstance for characterizing the electronic form of information. If the existing reality is reflected in the displayed image in the model of information interaction without the participation of the intermediary, then the image is created in the electronic form of information interaction or appears (already someone created and transferred over the technological data network).
Electronic (computer) information is an image of the existing reality, created and presented in a symbolic (binary) form with the help of a specially created artificial language in the form of sequential writing in the memory of an electronic computer.>
In the above definition, it is possible to single out the essential features of the concept of "electronic information":
• the image of the existing reality;
• A binary form formed as a result of using a special language;
• a sequential account in electronic computer memory.

Format is the structure of an information object that defines the way that its elements are arranged and represented (1, 62).
If in a traditional (printed) form of information the format is perceived as an element of appearance, then in digital form it is of great importance for differentiation of various kinds of representation and editing of information.
Digital world formats are, first of all, ways of arranging information records in computer files (see the concept of a file). The file format defines text (for example, txt, pdf, doc), graphic (jpg), sound (ha), etc. files. Electronic (digital) information has advantages over traditional (printed) information. A document created with a computer can contain text fragments (words), images (images), and sounds. The unity and integrity of such a document is achieved through a format, as the combination of elements of different languages looks like a Lego constructor - pieces of different sizes, colors, shapes. But having combined them in a certain order, we can get the most intricate and different shapes. However, only the file formats of the three standard groups - text, audio and graphics - can not be avoided. The need to introduce text into the text generated the appearance along with the format .txt, of the format .doc . Of course, this is caused not only by illustrations, but also by the possibility of editing and many other operations. So, there appeared formats hypertext, which support simultaneous playback of text, sound and graphics in both static and dynamic modes. This makes it possible to implement software elements that allow revive document, change its content and appearance in the process of use (1, 64). For example, new audio file formats began to support embedded text information that can be edited.
In other words, the format of electronic information is a product of a digital civilization that has significantly transformed modern reality.
The concept of electronic information is categorical in nature, since it includes the most generalized features of various types of electronic information. Electronic information is described as an abstract model for a general understanding of the electronic form of moments of reality (life situations). In practical human activity, it is presented in the form of electronic messages, electronic documents, electronic signatures, universal electronic maps, etc.
I would like to emphasize that this concept is of great importance for the understanding and application of public relations in many groups (using the Internet and access to computer information, electronic document management, information security, computer crime investigations, etc.) .
