Project name: East-West cable tunnel

Project name: East-West wire tunnel and task value 350 million us dollars. Starting on December 2012 and complition on december 2016.

1) Make clear the WSH tasks, responsibilities and authorities for just about any four (4) of employees that should be described in the WSH Management System.

(i) Project Administrator / Senior Deputy Project Manager

  • To Chair the Project Basic safety, Health insurance and Environment (SHE) committee

(ii) WSH Officer

  • Assist in the implementation of the site's place of work safety and health & environmental programmes
  • Assist in figuring out and examining any foreseeable risk due to the place of work or work operations therein
  • To recommend sensibly practicable measures to eliminate, minimize or control any foreseeable risk to anybody who is at the job at work or may be affected by other work operations in the workplace
  • Assist to put into practice the approved Safe Work Method Statement and Risk Assessment
  • Exercise general supervision and inspection of the observance of the provisions of the WSH Take action and any laws made thereafter
  • Advise site management on legal environment, health and safety necessity and company safeness procedures
  • To monitor performance of sub-contractors & ensure their compliance with legal requirements & safe practices standards
  • To revise management on new & changes in legal requirements relating to workplace safeness and health
  • Organise safety program and activities to market safe carry out of workers

  • Conduct daily inspection and work on unsafe functions and conditions
  • Train and keep an eye on personnel safe work practices
  • Maintain and keep an eye on safety files and checklist
  • To assist in the investigation of injuries/incident/dangerous occurrences & recommend remedial actions, if necessary
  • To liaise with authorities & subcontractors on WSH matters
  • Assist in identifying any unsafe condition / unsafe work & recommend / use reasonable practicable steps to improve the situation
  • Monitor the conduct of daily toolbox conferences and Job Safe practices Analysis briefings
  • Act as assistant secretary of the website WSH committee

(iv) Engineers

  • To be in-charge of overall structural work and inspection
  • To adhere to all legal basic safety requirements and company safe work procedures
  • To do regular inspection and audits on the safety procedures on site
  • Supervise and ensure subcontractors comply with legal basic safety requirements and safety standards
  • Ensure that the approved Safe Work Method Affirmation and Risk Evaluation are applied by subcontractors and everything employees.
  • To take part in safety discussions, toolbox meetings and briefings
  • To record any incidents, assist in investigation.
  • Rectify unsafe conditions and right unsafe act quickly on site.
  • Attend safety conferences to contribute to a safe working environment

  • Safety training - it is necessary to equip workers in any way level with knowledge, skills and attitude so that they can perform their job in a safely manner. Its is also essential to establish procedures to identify traning needs and offer adequate safe practices training to all or any levels. Details of training should also be recorded and maintained all the time.
  • In- house safeness rules and regulations - it needs to be established and enforced to ensure all working employees know their assignments and responsibilities in safety that they need to comply e. g. proper use of PPE, operation and maintenance of equipment and equipment, proper handling and safe-keeping of unsafe materials and reporting of hazards and occurrence.
