A democratic society is one where all supreme forces lay with the people of that community. It needs individuals to answer for his or her actions and requires people to really know what they can and can not do. It is something that promotes individual accountability and responsibility with an oversight to guage ones activities. Democracy promotes privileges and freedoms and promises society unlawful punishment when these rights and freedoms have been infringed upon. This means that to be able to are in a democratic culture, individuals must value and respect others around them, follow the norms and criteria of culture, and understand that sanctions apply if indeed they infringe after another's standard of life.
Crimes are simply just the functions or omissions that violate what's acceptable in culture. Offences theory underlines why certain actions are unacceptable and poor; it illustrates explanations why people commit crime and demonstrates why there should be consequences to be able to deter others. Generally in most western societies there are codes of do or laws and regulations that regulate how society is to function and how individuals are to act. However, no subject how many rules, there continue to be individuals insistent on partaking in criminal offenses and unacceptable behaviour. Born is offense prevention, one approach to dealing with crime.
Crime prevention can be an "attempt to reduce victimization and deter criminal offenses and criminals. It is applied specifically to attempts made by governments to lessen crime, enforce the law, and maintain criminal justice. It can be divided into "people, place and situation". The way that targets people is normally known as 'crime prevention through interpersonal development', while the approach that targets place is normally known as 'criminal offense avoidance through environmental design '. When both of these approaches are combined with 'situational crime avoidance' it has been found that there can be serious reductions in real crime and delinquency. For the purpose of this article we are worried with situational criminal offenses elimination and defensible space, a kind of crime prevention through environmental design.
Situational Criminal offense Prevention
Situational crime elimination (SCP) is a technique which tries to reduce the ability for criminal offenses by increasing the risks and decreasing the rewards of committing criminal offenses. SCP focuses on preventing the chance for crime that occurs by addressing factors within confirmed location that create a criminal offense 'hotspot'. This also includes diminishing characteristics that may make some people more susceptible to victimisation because of certain situations. Increasing the potential risks of detection, lowering the rewards for offending and increasing the issue of offending are ways to prevent situational crimes. Preventative measures range from installing hair and alarms, increasing surveillance through light and making structures harder to enter in. SCP is based on the theory that a lot of crimes dedicated are contextual and opportunistic. Therefore, an individual going to commit a criminal offense is simply answering the situation around them. SCP examines the circumstances and environment in which individuals may commit crimes, it then recognizes possible hazards or future offences, and then searches for solutions specific to the people situations.
SCP alternatives could include:
Increasing your time and effort required to commit a crime, rendering it less attractive
Increasing the chance of being caught
Reducing the actual rewards of crime
Reducing provocations and temptations
Removing excuses for committing crime
SCP includes three sub theories:
Routine Activity Theory - Every crime requires three elements: an offender, a target, and an insufficiently guarded environment (thus, must dwelling address one or all three).
Rational Choice Theory - Criminals make logical choices (rather than randomly) and therefore can be deterred from criminal offense.
Offender Search Theory - Crime is very opportunistic; offenders respond to cues given out by the environment (thus, must concentrate on minimizing opportunities).
Basically, situational crimes occur as a result of situation and environment an individual is at. Therefore to prevent crime, the theory illustrates that we must change the environment and setting of not only criminal hotspots, but also all area's where possible crimes may take place. A good example of a highly effective SCP marketing campaign is that of the Victorian Governments new steps on street criminal offenses. There were an increasing number of intoxicated individuals in the CBD of Melbourne and some individuals and categories have been involved with fights and drunken and disorderly habit. Situational solutions included education of pub staff and patrons about responsible drinking alcohol; regulations addressing the number, size and location of pubs and their final times; police existence at shutting times; and option of public transport. This one form of SCP spent some time working for the reason that assaults in the CBD of Melbourne have lowered on average 5. 6% since 2008-2009 to 2009-2010.
This leads us into the term defensible space.
Defensible Space (DS) is the theory that offense and delinquency can be controlled and mitigated through community and environmental design. The idea is important because it associates an individual's environment to his or her expectation of crime in the community or population to which they belong. The difference between DS and SCP is the fact that DS is concerned with the home environment whose physical characteristics (building layout and site plan) function to permit residents themselves to become the key agents in making sure their own security, SCP on the other hand relies on governments or regulators assessing the situation and environment of your criminal offense, and then provide lasting measures in working with the setting to be able to provide a crime free zone.
DS argues that a community is safer when people feel a feeling of ownership and responsibility because of their piece of world. It asserts that "the unlawful is isolated" and cut off "because his turf is removed" when all land and property is possessed and looked after individuals or people of the city. "If an intruder can sense a watchful community, he feels less secure committing his criminal offense". The theory is that criminal offenses and delinquency can be manipulated and mitigated through environmental designs.
There are four factors that produce a defensible space:
Territoriality - the theory that one's home is sacred
Natural surveillance - the hyperlink between an area's physical characteristics and the residents' potential to see what is happening
Image - the capability of the physical design to impart a sense of security
Milieu - other features which could have an effect on security, such as proximity to a police force substation or active commercial area
These factors that produce a defensible space are crucial to effectively prevent crimes. DS moves further then SCP because it does not count on crimes to take place, then be analyzed by a third party, and then enacted upon by future deterrent by insufficient opportunity. DS can simply prevent offences because folks are not likely to offend when they know that there surely is an associate of the city observing them.
SCP prevents the opportunity for future offences to can be found by addressing the surroundings and setting to which earlier crimes have occurred. With the opportunity gone, the theory states that there may be no criminal offenses.
SCP makes use of mechanical and organizational options such as CCTV camera's and security guards. That is an effective way to see crime and keep carefully the community out of harms way in that individuals do not need to confront offenders. That is in the public's best interest for the reason that it is harm minimization for everyone members of culture.
DS is inexpensive on the general public purse for the reason that it is the people that are policing society. Governments won't need to spend endless levels of money into new criminal offenses protection techniques and devices.
DS promotes general population awareness and natural security to criminal offense; with the general public all looking for offense then people have little chance of getting away with criminal offenses. This fact deters individuals from offending for the reason that the risk to getting caught greatly out-weighs that of not. It also promotes public unity, in that the folks of culture can unite as you against the facial skin of criminal offense and survey everything they see.
Contrast and Critique
In analysing DS we can establish the notion which it endeavors to be the only preventative measure against offense. DS is individualistic and private, and SCP is collective and general public. However, the idea of DS will attempt the possibility to make SCP and other crime prevention theories outdated. DS is about changing the environment in order to deter people from crime. Then, we could engender the concept that if all surroundings were transformed to an exclusive setting, and all individuals take on all characteristics illustrated in DS, then there is no opportunity theoretically for criminal offenses to be devoted. If natural surveillance increases the threat of being caught by firmly taking steps to improve the perception that people can be seen, then that should be enough to deter possible offenders. Natural surveillance through environmental design should, if effectively rolled out, be enough for taking opportunity from possible situations, and thus make SCP invalid for the reason that DS has were able to do what SCP targeted at doing.
We can see that whilst in theory DS can effectively offer with preventing criminal offenses in the public and private area, it is completely unrealistic to suggest that DS, predicated on environmental design is ever before going to be placed into one hundred percent practice. Like most theories and ideologies, we can only just use parts and elements of the theory. It is unrealistic to claim that in Australian culture, let alone the world, DS can be permitted and effectively rolled out. There is simply insufficient money to cover the infrastructure had a need to create such an ideology present, and that is assuming that it would be a joint venture between both public and private funding. Not everyone are able to upgrade their house so as to convene the philosophies of DS.
It is evident that both DS and SCP need to work together to create lasting and effective crime prevention. Both share common ground for the reason that both count on some type of security to effectively refuse an possibility to prevent crime happening. Natural surveillance procedures can be complemented by mechanical and organizational procedures. For example,
CCTV surveillance cameras can be added in areas where home window security is unavailable. This combines the strengths of both SCP and DS in that CCTV prevents the ability for offense because offenders can be revealed. This is one of these of how SCP and DS can both interact to achieve offense prevention.
More security guards in shopping malls is both a SCP and DS preventative strategy in that the individuals are less likely to offend with a security guard is approximately, the visible existence is an SCP tactic. If there is crime, the people in the shopping centre can notify the security guards, who as an authority, can act accordingly, this is a DS tactic.
I began this article by talking about a couple of things, democracy and its relationship with offense. DS and SCP as ideologies and ideas, to an scope, whilst protecting a few of our protection under the law, actually take away that which we most reward; our fundamental privileges to liberty and personal privacy. These essential protection under the law and freedoms are inhibited upon through the enactment of DS and SCP; it brings us to the question therefore at what price must we pay to feel safe and sound, to be a crime free modern culture? This question is beyond me because I've mixed views, I love the notions behind DS and SCP and concur more so with philosophies behind DS, however, I also understand that to protect privileges we infringe on others.
