Reception (and documentation) of specialists, scientific, scientific-pedagogical and some other categories of employees

The following procedures are implemented here:

- the receipt of a personnel service from a citizen in person, by mail or facsimile, a summary;

- a study of the executive summary of the organization, the structural unit and the personnel service, a call for suitable candidates (the remaining candidates are not informed of the refusal);

- informing candidates about their future job duties, rules of internal labor regulations, working in the organization, payment of labor;

- getting acquainted with the leadership of the organization, the structural unit and the staff service with the invited candidates, talking with them, clarifying certain provisions of the resume; answers to questions about future work;

- filling in applications and submitting to the personnel department applications for admission, autobiography, copies of education documents, awarding academic degrees, awarding scientists and honorary titles, handing out letters of recommendation to the personnel department and having characteristics;

- filling in a personal card form No. T-2 or No. T-2GS;

- preliminary interview of candidates with the employee of the personnel department on the submitted documents, if necessary, confirmation of certain information by submission of additional documents;

- interview of experts with candidates in order to determine their professional abilities, sometimes personal and moral qualities; if necessary, testing and questioning of candidates;

- adoption on the basis of the collected materials (on a competitive or non-competitive basis) decisions by the management of the organization on the selection of the candidate and the opportunity to offer him a job;

- conversation-instruction of the head of the structural unit (employee of the personnel service) with the selected applicant; acquaintance with the job description and specific types of work, instruction on the technology of performance of work and other aspects;

- filling in the standard form of the employment contract (contract), discussing the contents of the contract with the parties, adding or amending the text, coordinating them with the organization's legal advisor and signing the contract;

- drawing up (as a rule, filling in an electronic template) by the employee of the personnel service of the unified form of the order for employment;

- printout of a paper copy of the order; if necessary - the coordination of the draft copy with the management of the organization and the structural unit;

- sighting of the order, signing the order by the head of the organization; familiarize the employee with the order; issuing a certified copy of the order (order) upon request;

- informing the head of the structural unit about the hiring of a new employee and the date the work is started; entering the employee's name into the time-use and payroll accounting table (Form No. T-12 or No. Т-13);

- establishment of a personal file for a new employee;

- entering the employee's name in the primary accounting accounting documents;

- making an appropriate entry in the work record book of the employee.

Receiving (and documenting) the work of persons whose functional duties will be related to the possession of confidential information

The recruitment of persons whose functional duties will be related to the possession of confidential information includes the following procedures:

- selection of the candidate (s) for recruitment or transfer, receipt of a resume;

- study of the resume (and personal case, if the candidate for the position is working in the organization), the leadership of the organization, the structural unit and the personnel service, call for the interview of suitable candidates;

- informing candidates working in the organization about their future job responsibilities related to the possession of confidential information;

- acquaintance (preliminary interview) of the organization's management, structural unit and personnel service with citizens who do not work in the organization; clarification of certain provisions of the summary; answers to questions about future work; examination of letters of recommendation received from the candidate;

- filling in citizens who do not work in the organization and submitting applications for admission, autobiography, a personal card (with a color photo card attached) to the personnel department, copies of education documents, the presence of scientists of steppes, scientists and honorary titles, letters and (if any) characteristics;

- updating the materials of the personal file of the employee working in the organization; getting an idea of ​​the transfer to a new position from the head of the structural unit;

- an interview of candidates with a human resources officer on the submitted documents, if necessary, the confirmation of certain information by the provision of additional documents;

- a poll (with the consent of the candidate for the position) by the personnel service officer of authoritative persons who personally know the candidate for the post, the recording of the poll;

- interview of experts with candidates in order to determine their personal and moral qualities, and for non-working citizens in the company additionally - professional abilities; review of medical certificate;

- if necessary - testing and questioning of candidates;

- decision-making by the management of the organization on the basis of analysis of the collected materials of the sole applicant and the opportunity to offer him work related to the possession of confidential information;

- the final interview with the applicant for the position, obtaining from him a principled consent to work with confidential information;

- signing by the applicant of obligations on non-disclosure of confidentiality, confidential information communicated to him; informing the applicant about the nature of the confidential information with which he will work, on the existence of a system to protect this information and those restrictions that the employee must take into account in the service and unofficial environment;

- instructing the head of the structural unit, the head of the security service (employee of the personnel service) with the applicant for the position; familiarization of the applicant with the job description, working technological instructions, instructions for ensuring the information security of the organization and other similar materials;

- Drafting of a draft employment contract (contract) containing the clause about the employee's duty not to disclose confidential and valuable information of the firm;

- execution of the order for employment with a probationary period (or for temporary work);

- establishment of a personal file for a newly admitted employee;

- the study of personal, moral and professional qualities of the employee during the probation period;

- employee training in the rules of working with confidential information and documents, briefings, knowledge testing;

- analysis of the results of the employee's work during the trial period, drafting a new contract for long-term work and issuing the appropriate order (or refusing the employee to work);

- registration of an employee's admission to confidential information and documents.

All procedures implemented when hiring managers and specialists are fully implemented in this case. But there are significant features for a number of procedures.
