United States law was one of the first to provide more than three decades ago such types of physical harmful effects on the atmospheric air as noise and radiation, exposing the most important public relations that have a direct connection with human health and life with regard to them to legislative and other legal regulation . In order to combat industrial and other noise, low-noise technological processes must be implemented; improvement of vehicle structures and their operation, maintenance of railway and tram tracks, highways and street coverings; accommodation of aerodromes and airports, industrial facilities and equipment at the required distance from settlements and residential areas; improvement of planning and development of cities and other settlements; proper design of neighborhoods and houses, construction of soundproof screens; prevention and reduction of household noise. The level of noise pollution of atmospheric air largely depends on the lawful behavior and level of legal awareness of citizens: they are obliged to observe the rules of silence in apartments, in courtyards of apartment houses, on streets and squares of cities, in places of rest and other public places, in places of mass congestion and the reproduction of wild animals and birds, especially in the evening and night, set aside for sleep, usually after 22 hours and until 7-8 am. Some non-profit public associations of citizens set themselves the task of providing evening and night silence in the settlements, fostering respect for legal requirements and for surrounding citizens.

In this sphere of ecological relations, the legal activity of citizens suffering from increased noise is gradually increasing, the number of appeals and communications to environmental and law enforcement authorities about noise pollution of atmospheric air is increasing, although usually associated with staying in their apartments and rooms that are not objects of the natural environment. Proposals for the applicants to deduct a percentage of the fine collected by their verbal or written signal, as is done in a number of countries, are for the time being rejected because of the mentality of the United Statess and the attitude they have formed in the previous century in relation to persons applying to the bodies of special competence with signals of offenses.

The rules for compliance with silence are accepted by US entities or local governments. They often envisage fines imposed in the administrative order, in case of violation of evening and night silence, restrictions on loud car sound signals in parking lots, public use of tape recorders, loudspeakers, radio and television receivers.
