The Innovation Development Strategy indicates that the "innovative person" - a fairly broad category that is not synonymous with the "innovative entrepreneur", a category meaning that "every citizen must become adaptive to permanent changes: in his own life, in economic development, in the development of science and technology," as an active initiator and producer of these changes. At the same time, every citizen will play his role in the general innovation community in accordance with his inclinations, interests and potential. "

The key competencies of the innovation community should be:

• Ability and readiness for continuous education, continuous improvement, retraining and self-education, professional mobility, aspiration for a new one

• Ability to think critically;

• ability and readiness for reasonable risk, creativity and enterprise, ability to work independently and willingness to work in a team, readiness to work in a highly competitive environment

• extensive knowledge of foreign languages ​​as communication tools for effective participation in the processes of globalization, including the ability to free everyday, business and professional communication in English.

Specialists also note that the important characteristics of an innovative person should be the following characteristics:

• high professional level, the desire to constantly raise it;

• Creativity, i.e. ability not only to perceive, to and create something new, original;

• the desire and ability to master modern technology and technology, new forms and methods of organizing work and management;

• specific socio-psychological qualities, namely: adaptability, flexibility of thinking, dedication, conscientiousness, diligence.

Special attention is paid to the formation of such competencies in the strategy "Innovative Russia 2020", which emphasizes that building such competencies is a long and complex process, including the need to adapt not just certain areas of socio-economic policy for these purposes first of all, education policy), but also the social environment in general, the formation of the "climate" in a society that provides freedom of creativity and self-expression, encouraging and rewarding people who have the appropriate competencies and achieve success through their use.

To successfully solve the tasks of forming the competencies of the "innovative person" the Strategy considers the need to modernize the state policy on education in a number of key areas. The key areas are:

First. The system of education at all its stages, starting with preschool education, must be oriented towards the formation and development of the above-mentioned skills and competencies necessary for innovation activity, both in terms of content and in the methods and technologies of teaching/teaching. One of the most important tasks in this sphere is the formation of globally competitive teachers, researchers and managers. At the same time, higher education in the long term should be integrated with scientific activity. By 2020, most students who are enrolled in Master's programs should participate in research aimed at solving long-term problems of innovative development, and all universities where there are master's programs should have the appropriate scientific potential and established links with innovative organizations and high-tech enterprises . To this end, it is necessary to consistently develop mechanisms for supporting universities' cooperation with innovation sector companies, channeling at least 10% of the volume of budget financing for higher professional education to relevant programs.

The key task in the field of education will be the development of the system of continuing education, the creation of an effective system of incentives and conditions (infrastructure) for the constant retraining and upgrading of skills for the entire economically active population. In modern conditions, not only the processes of technological development are dramatically accelerating, which devalues ​​the knowledge gained soon after they are received, but the sectoral structure of the economy is also changing. These processes dramatically increase the value of competencies in rapid analysis, critical understanding of large amounts of new information, competence in switching a person from one activity to another. To be successful, a person needs to be prepared to change several professions and activities over a lifetime.

From the point of view of the mechanisms of state regulation, this means that personnel development programs both in the sphere of activity of state enterprises and in the sphere of employment services should be directed, among other things, to the development of innovative tools by citizens. Considerable attention within such programs should be given to mastering the skills of commercialization of scientific developments, conducting business activities, using modern financial instruments. It is also necessary to competitively support the most successful adult education programs, on the basis of which, by 2020, a system of annual professional development for at least 15-20% of working citizens is to be created.

Second . Encouraging the acquisition of skills of innovative entrepreneurship by the part of the population that is most fit and ready for this - university graduates in technical and natural sciences through various polydisciplinary educational programs and project activities. State innovation support programs will also contain an educational component, including in the field of entrepreneurial activity, commercialization of developments.

Third . Formation of a system for stimulating the innovative activity of young people, including through competitions, forums, rallies, olympiads, as well as full-time schools, design and research practices and courses at leading universities using modern networking forms of communication. Here it is necessary to develop the activity of schools for gifted children at universities not only on the natural-scientific profile and directions of exact sciences, but also on other areas of training. In each of the leading, federal universities and at least half of the research universities, such schools will be created, providing both full-time and distance education. At least 10% of rural high school students will receive additional education in such educational institutions.

Fourth . Forming a culture of innovation in society and increasing the prestige of innovation. This is the most important direction to be developed, taking into account the attractiveness of innovation activity, taking into account the traditions of domestic and world scientific schools, the prestige of searching and commercializing new ideas.
