Peculiarities of the civil service as a professional activity

At the same time, the civil service system is still not free from contradictions between obsolete means of management activity and objective requirements of the current stage of development of United States society. Declaring their adherence to general democratic values ​​and proclaiming them as the basic guidelines for the development of society, it often manifests information closeness, "lack of transparency", bureaucracy in solving many issues, which contradicts the interests of the population and is reflected in the image of the civil service and civil servant. Along with the high evaluation of the prestige of this type of professional activity, a negative image of the official is formed among the population.

Disproportion in the age and sex composition of civil servants, frequent reorganizations and unjustified dismissals, official growth of civil servants depends more on personal assessments of their activities by managers, and the predominance of managers with non-core education, unbalanced professional staff of civil servants is a consequence of the outflow of specialists in commercial structures.

The number of civil servants employed in federal executive bodies, i.e. in the bodies directly carrying out public administration, several times exceeds their number in other federal bodies of state power, which predetermines both the quantitative and qualitative relationship between the concepts state civil service and "executive authority".

Professional activity of a civil servant is unique and rather ambiguous in terms of self-realization of a person. On the one hand, the performance of professional duties should be based on high moral principles, a mature personal position requiring initiative and a high level of competence of the civil servant. On the other hand, a special social status, a privileged position and strict normative official regulation are sufficiently powerful external priorities, often capable of influencing the choice of a place of work (prestige, secured, promising) and, accordingly, the effectiveness of a professional activity of civil servants.
