MANAGEMENT IN THE FIELD OF NATURAL RESOURCES AND ENVIRONMENT

Content of management in the field of nature management and ecology

Relationships in the sphere of interaction between society and nature arising from the implementation of economic and other activities related to the impact on the natural environment within the territory of the United States, as well as on the continental shelf and the exclusive economic zone of the United States are determined by Federal Law No. 7 of January 10, 2002 -F3 "On Environmental Protection".

According to this Law, environment is understood to mean the totality of components of the natural environment, natural and natural-anthropogenic objects, as well as anthropogenic objects. Natural environment or nature - is a combination of components of the natural environment, natural and natural-anthropogenic objects. Components of the natural environment are the earth, subsoil, soil, surface and groundwater, atmospheric air, flora, fauna and other organisms, as well as the ozone layer of the atmosphere and near-Earth space, providing in aggregate favorable conditions for the existence of life on Earth. Natural objects - is a natural ecological system, a natural landscape and the elements that make up them, retaining their natural properties.

The main ways to protect the natural environment are:

environmental impact assessment - a type of activity for the identification, analysis and accounting of direct, indirect and other consequences of the environmental impact of the planned economic and other activities for decision making about the possibility or impossibility of this implementation;

environmental monitoring (environmental monitoring) - an integrated system for monitoring the state of the environment, estimating and forecasting changes in the state of the environment under the influence of natural and anthropogenic factors; >

state environmental monitoring (state environmental monitoring) - environmental monitoring carried out by US government bodies and public authorities of the constituent entities of the United States;

environmental monitoring (environmental control) - a system of measures aimed at preventing, detecting and suppressing violations of legislation in the field of environmental protection, ensuring compliance by economic entities and other activities of requirements, including regulations and regulatory documents, in the field of environmental protection;

establishment of environmental requirements (environmental requirements) - mandatory conditions, restrictions or their combination established by laws, other regulatory legal acts , environmental regulations, state standards and other normative documents in the field of environmental protection;

environmental audit is an independent, comprehensive, documented assessment of compliance by a business entity with other requirements, including regulations and regulatory documents, in the field of environmental protection, standards and making recommendations for improving such activities;

The objects included in the List of World Cultural Heritage and the World Natural Heritage List, state nature reserves, including biosphere reserves, state nature reserves, nature monuments, national, natural and dendrological parks, botanical gardens, medical and health resorts and resorts, Other natural complexes, ancestral habitat, places of traditional residence and economic activities of indigenous small-numbered peoples of the United States, objects with special nature conservation, scientific, historical, cultural, aesthetic, recreational, recreational and other valuable value, the continental shelf and the exclusive economic zone of the United States, as well as rare or endangered soils, forests and other vegetation, animals and other organisms and their habitats.

The powers of the US public authorities in the field of relations related to environmental protection include:

development and publication of federal laws and other regulatory legal acts in the field of environmental protection and control over their application;

announcement and establishment of the legal status and regime of the zones of ecological disaster in the territory of the United States;

coordination and implementation of environmental protection measures in the zones of ecological disaster

establishment of the procedure for the implementation of state environmental monitoring (state environmental monitoring), the organization and functioning of a unified system of state environmental monitoring (state environmental monitoring), the formation of a state system for monitoring the state of the environment and ensuring the functioning of such a system;

determining the order of organization and implementation of state environmental oversight;

creation and operation of the state data fund;

ensuring the protection of the environment, including the marine environment on the continental shelf and in the exclusive economic zone of the United States;

establishment of the procedure for handling radioactive waste and hazardous wastes, state supervision in the field of radiation safety;

preparation and dissemination of the annual state report on the state and protection of the environment;

establishment of requirements in the field of environmental protection, development and approval of regulations and other normative documents in the field of environmental protection;

establishing the procedure for the preparation and dissemination of the annual state report on the state and protection of the environment, as well as a number of other powers established by US law.
