System of posts in the civil service, their categories, groups and registries
Federal law No. 58-FZ and No. 79-FZ established a fundamentally different classification of civil service positions than before.
In accordance with Art. 9 of the Federal Law No. 79-FZ of the civil service of the federal and subject levels are divided into the following categories .
1. - development and submission of proposals on the relevant areas of the relevant field of activity;
- systematic information and advice, presentation of relevant information and analysis materials;
- participation in the preparation of draft decisions, study of issues requiring professional knowledge;
- control over the implementation of decisions in the areas within the competence of the person whose activities are provided;
- making proposals on the need to develop laws and by-laws;
- participation in the preparation of reports, as well as other materials;
- participation in the preparation and conduct of visits, receptions, visits and other official events;
- execution of other orders of the person holding public office or the position of the head of the state body.
3. Specialists - positions established for the professional provision of state bodies with established tasks and functions and replaced without restriction of authority.

The peculiarity of this category of civil service positions is that although their unified names are stipulated in the Register of Positions of the Federal Civil Service approved by the Decree of the President of the United States of December 31, 2005 No. 1574, they are established and liquidated by state bodies themselves, as well as they are included in the staff schedules. Their appointment is diverse and depends on the nature of the powers that determine the role of a particular position of the civil service in the implementation of the competence of this government body.
Posts experts and providing specialists constitute the most massive and most stable in composition group in the system of the state civil service. In essence, these are administrative posts that are replaced without any time limit, in the order of appointment based on the results of the competition. The register of posts of the federal civil service is approved by a decree of the US President, and the register of civil service positions of US subjects by law or other normative legal act of the subject of the United States.
For effective civil service organization, it is important that the list of posts meet a number of requirements. The register of posts of the federal civil service and the registers of posts of the civil service of the United States entities form the Consolidated Register of Civil Service Positions, whose procedure is approved by the President of the United States.
In the Register of Positions of the Federal State Civil Service, the digital codification of civil service positions has been adopted. The lists of posts classified by government bodies are the relevant sections of this Register. The approval of registries at the federal and US levels has created a legal basis for ensuring the orderliness and compatibility of posts in these levels of civil service.
