In any society at a certain stage of its development, political relations inevitably arise, political organizations and parties are formed and function, political ideas and theories are formed. Politics is a special sphere of activity. The meaning of the word policy best expressed by his etymology: Greek. politike - the art of government. Policy , thus represents participation in the affairs of the state, in determining the direction of its functioning, in determining the forms, tasks and content of state activities. The goal of the policy is to preserve or create the conditions and ways of exercising power that are most acceptable to certain social strata or classes, and also the country as a whole. Political power is a subtle art of public administration. The subjects of this system are the state apparatus, political parties and movements, trade unions, various public organizations (the church in our society is separated from the state and therefore not included in the political organization). All this is nothing but the main components of the branched and tightly welded systemic whole, the mechanism by which political power is exercised in society.

Since politics is the art of management, in order to be an art in the highest sense of the word, it must rely on the achievements of science and meet the highest criteria of morality.

In the structure of political activity in its most general form, three main points are seen. First, the ability to put the nearest (tactical) and perspective (strategic) realistic goals and solve problems, taking into account the correlation of social forces, all the opportunities of society at a particular stage of its development. Secondly, the development of effective methods, means, forms of organization of social forces to achieve the set goals. Finally, thirdly, the appropriate selection and placement of personnel able to solve the tasks assigned to them.

The task of any state power is to ensure that in the way of persuasion and strategic commitment to educate the people in the law of obedience. Power, obeying the principles of the rule of law, should be able to see strategic political and socio-economic goals and competently create law and order, linking itself to the people's sense of justice, with the elevation of motivation for the efficiency and spirituality of their people.

Power is always the organized will and power of any actors, directed at people, regardless of their attitudes about such influence. The very idea of ​​power is extremely complex and multidimensional character: it has its roots in the nature of interpersonal relations and the innermost depths of human nature, in the very essence of a person's character up to its psychobiological origin, not to mention the initial stages of the formation of human society, when domination and submission, the power of one person over others constituted an inalienable beginning of the life of the oldest society. Naturally, power can not be provided only by demagogy. The latter can prolong the existence of power, but not preserve it. The foundation of power is violence, understood as the subordination of some to the will of others. Submission can be based on brute force - it's "respect" to power, extracted from the stick. Respect for the present, without quotes, is achieved if the power structure is based on intellectual power multiplied by law and morality.
