4.4. The market of paid services to the population

The sphere of paid services is a generalized notation for the types of activity and a certain set of heterogeneous branches of the national economy whose functioning is aimed at the creation of a certain use value in the form of concrete labor and its useful effect that satisfy the personal needs of people, social production, the national economy and society in whole.

A widespread trend and penetration of services into virtually all branches of the economy and social sphere is a characteristic trend of the current stage of the country's social and economic development.

In 2010, the provision of paid services to the population in Moscow involved more than 11 thousand enterprises (with the number of workplaces about 77 thousand), rendered more than 700 types of paid services, including household, housing and communal services, transport, excursion, educational, medical, cultural and entertaining. In the same year an average of one permanent resident of the capital was provided monthly with paid services for the amount of about 6.9 thousand rubles, while the average United States was provided paid services almost 2.5 times less.

In the sphere of social services, paid services are rendered not only by the private sector organizations, but also by budget institutions, which were given this opportunity in 2010 in connection with the budget reform.

The social services system of the population, formed in its modern form twenty years ago, was called upon to fulfill an important social function: to soften for the broad sections of the socially vulnerable population the consequences of the shock caused by the entry of society in the period of radical socioeconomic changes and to support citizens, who needed help. Social workers have helped millions of older people survive the difficulties of this time.

Today we live in a different society. Working citizens receive regular wages, and the amount of pension together with additional payments is not inferior to the amount of the subsistence minimum. In Moscow, an additional payment has been set for non-working and some of the working pensioners to the social standard of an elderly person, which since 2010 has been set at 10,275 rubles per month, which is comparable to the double the subsistence level of the pensioner.

Nowadays, social services are in demand not only providing survival, but also aimed at improving the quality of their lives, achieving active longevity.

In the institutions of the social sphere, collectives of professional employees have formed, which solve various tasks in the interests of their clients.

Expanding the range of services provided on a fee basis will make a significant contribution to improving the quality of social services for the population. On the received funds, institutions can purchase modern equipment, stimulate the work of specialists and employees.

It should be noted that citizens who previously had the right to free service can receive services from the list of guaranteed services still free of charge. At the same time, if they wish, they have the opportunity to purchase additional services for a fee. Given that the tariffs for social services are set at a fairly low level, they can be received by pensioners and disabled people who are not on social services, as well as members of the Great Patriotic War who live in the family.

The motivation of social workers, employees of social service institutions is extremely important. Paying social services is a way to improve quality, expand the range of social services, introduce new types of social services, develop the market of social services, and create freedom to choose them.

Provision of social services for payment by state social services institutions in Moscow is carried out in accordance with the regulatory framework, which is formed by the following documents:

12. Order of the Department of Social Protection of the Population of the City of Moscow of March 15, 2011 No. 875 "On approval of the Regulations on the provision of paid social services to citizens, provided by public institutions of non-stationary social services in Moscow."

The Regulation on the provision of paid social services provided by public institutions of non-stationary social services to the city of Moscow identifies those who can be provided with paid social services:

- elderly citizens and invalids living in families with relatives of working age and having children of working age, and also in other cases at their personal request;

- citizens who are on home-based service, in addition to the Territorial list of state-guaranteed social services.

Also the Regulations specify:

o procedure for informing citizens about the provision of a paid social service;

o a list of documents necessary for the provision of a paid social service;

o requirements for the order of providing paid social services;

o the order of payment for the social service;

o the procedure for accounting for funds received from payment for the provision of a paid social service;

o rules of budget accounting for paid social services;

o the order and forms of control over the provision of paid social services.

The procedure and conditions for payment by citizens of paid social services provided by public institutions of non-stationary social services in the city of Moscow are established by the resolution of the Government of Moscow dated October 12, 2010 No. 919-PP. The methodology for calculating tariffs is determined by the order of the Department of Social Protection of the Population of Moscow dated May 21, 2010 No. 1378. The Order of the Department for Economic Policy and Development of the City of Moscow dated March 5, 2011 No. 11-R approved:

o Tariffs for social services provided to elderly citizens and disabled persons by state institutions of non-stationary social services in Moscow provided for by the Territorial List of Social Services Guaranteed by the State (Table 12);

o tariffs for additional social services provided to disabled citizens of elderly and disabled at home by state institutions of non-stationary social services in Moscow that are not included in the Territorial List of Social Services Guaranteed by the State.

Currently, the US Department of Labor and Social Protection is doing a lot of work to reform the system of social services for the population in order to offer various forms of home-based services, to increase the list of guaranteed and additional social services, and to improve the provision of paid services. Many socio-medical, social-rehabilitation, socio-psychological services are already provided on a new qualitative level using the material and technical base of institutions of inpatient social services.

For example, on the basis of the Ulan-Ude complex social service center "Trust" elderly citizens who are serviced at home are provided with new higher-class social services - the organization of leisure, the provision of additional medical, rehabilitation, psychological, and intellectual services. People come to conduct a medical examination, receive treatment and use rehabilitation services. Provided for temporary residence, four meals a day, including dietary, as well as customized menus. Clients of the department are in demand for such social services as weekend tours with a visit to museums, theaters, a dispensary. New social services are also in demand to support families providing care for elderly citizens and people with disabilities in the form of palliative care "hospice at home."
